After World War two, everyone's biggest concern was about communism. The goal Truman had was to contain communism and stop it from further spreading. Truman addressed congress and implied that the USA needed to aid countries such as Greece and Turkey to help contain. Greece was vulnerable during this time as they struggled with government and the economy, and he feared that they would also fall to communism therefor he believed intervention was at everyone's best interest. He gave these countries more than 400 million and also had military personnel in the countries for as long as needed.
